?6月30日，中交基金与国寿中交合伙企业合作发起设立的契约型基金——中交益阳基础设施建设基金（以下简称“益阳基金”），完成对湖南益阳资江风貌带及城市西环线建设综合工程PPP项目（以下简称“益阳项目”）的首笔投放。国寿中交合伙企业是中交基金与保险类央企中国人寿共同打造的有限合伙制产业合作投资基金，主要投向中国交建和中国人寿共同认可的优质项目。中交基金将保险类资金引入PPP项目，开创了中国交建内部保险资金投资PPP项目的先河。 On June 30, CCCC Yiyang Infrastructural Construction Fund ("Yiyang Fund"), a contractual fund jointly initiated by CCCC Fund and China Life-CCCC Partnership, completed the first-tranche placement of the fund in the PPP project of Zijiang Landscape Belt and Urban Loop Line Construction in Yiyang, Hunan Province (Yiyang project). China Life-CCCC Partnership is an industrial cooperation investment fund under limited partnership. With a total scale of RMB 80,000 million, the fund will mainly be invested in the outstanding projects recognized by CCCC and China Life. CCCC Fund's practice of introducing insurance fund to a PPP project set a precedent for the investment of CCCC's internal insurance fund in a PPP project.
益阳项目是当地规模最大、期限最长的PPP项目。该项目位于益阳市中心城区资江两岸，是益阳市作为防洪保安、生态观光、城市交通、休闲健身和产业园区开发于一体的重大民生工程。项目总投资额为51.5亿元，由二航局于2016年8月中标，并于2016年9月共同签署了股东合作协议。 Yiyang project is the largest and longest PPP project in the locality. This important livelihood project is composed of flood security, ecological sightseeing, urban transportation, leisure and fitness and industrial park development, located in the bank of Zijiang, the center of Yiyang. The total contract value amounts to 5.15 billion yuan. The second harbor engineering company has won the bid in August 2016, and signed the shareholder cooperation agreement in September 2016.
益阳基金存续期为22年，项目采用“PPP+政府采购”模式实施。项目运营期内，益阳基金可通过清算、股权转让或目前国家力推的PPP项目资产证券化等多种方式实现退出。 Yiyang Fund has duration of 22 years. The project will be implemented in the mode of "PPP + government procurement". During the operation period of the project, Yiyang Fund can exit in ways such as liquidation, equity transfer or PPP project asset securitization strongly promoted by the country.
